Board material properties are a critically important element of a printed circuit design. They provide the base for mechanical support of both the circuit conductors and the components which those conductors interconnect. The board material also has a significant influence on the electrical performance of the circuit. The dielectric constant and the loss tangent of the board material can significantly effect board design. From a manufacturing perspective, board material properties can be an important concern.

You need to understand what Loss Tangent and Dielectric Constant is.
Loss tangent = Dissipation Factor: A value that represents the tendency of insulating or dielectric materials to absorb some of the energy in an alternating current signal.

Dielectric constant = The ratio of the capacitance of a configuration of electrodes with a specific material as the dielectric between them to the capacitance of the same electrode configuration with a vacuum or air as the dielectric.
