Hello everybody, I am trying to correct/clean up files that had been contracted out and as such all I have are the .pho files.
Are there any viewers out there that allow you to just view a .pho file?

.pho files are just gerber files, so you want a gerber viewer.
If you have powerpcb and you have the matching .rep files, you can view them using powerpcb, CAM, verify.
You can also view them with CAM-350 or any other gerber viewer. There are many free ones. Look at the gerber forum here, I think at least one is listed.

The viewer by Downstream seems to work well. It imported all the layers much easeir then some of the others. So far I have not done any editing, just verifying and viewing files.

It's a free and easy to use Online-Gerber-Viewer, which can read in and visualize Gerber274x and Excellon 1&2 files (also zipped).
You don't have to register or download anything to use it, but nevertheless you can watch your files with a very good performance and navigate with your mouse/mousewheel and keyboard in the same way as with a downloaded or installed Tool. Thanks to mixed colors you can also easily compare two layers!

If you want to have really nice images of your PCB for printing, or sharing with non-engineers, try www.circuitpeople.com (http://www.circuitpeople.com). It's free, and no registration is required. If you do register, you can use the site to store sets of gerbers and share links to them via email.
I like it a lot, but then again I made it. :)

I have used GC Prevue a lot. It is fairly easy to use but also powerful. And it is free.
