what do I need to do to put the component hight into a pcb decal that will be converted to PRO-E?

Use Edit/Parts and add the attribute "Geometry.Height" to the part(s) in question. This will be used by both ProE and keepout areas based on height.
Use layer 19 for your for your component geometry if you already use it for your "placement courtyard". If not, use your pin layer and it will use the outer most edge of your pins as the outline geometry.

Edit the Part-Type and select the Attributes Tab. Insert a new Attribute and name it: Geometry.Height (no spaces). The value that you put will default to MILS I.E: Geometry.Height 40 means that the component height is .040" or 40 Mils. If you want a metric value, you must put mm after the value (no space). Example: Geometry.Height 1mm.
We use Layer_27 as the "Component Outline" for assembly drawings to process PRO-E data. What ever layer you use, make sure you have a "Closed Polygon" (not a closed PATH) or it won't work. Let me know if you do not understand this and I will send you some samples.
FYI: All 8,000 parts in the pcbstandards libraries have Geometry.Height defined in metric.

Also, make sure there are no other lines than the single, closed polygon on the layer you use.
When you export the ProE files, you will be asked which layer you used for outlines. If it does not find a single closed polygon on that layer, it will start looking from the top on down (0-256) until it finds a single closed polygon. If none is found, Pads will create it's own outline, using the outermost features in the part.
