IEEE symbols

I have been designing schematics for many years, and have always followed IEEE standards. Well If I create a symbol, using the PowerLogic decal wizard and create say, a 8in by 8out symbol it creates pin 9 at top right then down to pin 16 instead of pin 9 at bottom right then up to pin 16. Similar the to DIP, or whatever inline package it is portraying. I think the designers of this piece of code are not familiar with IEEE stabdards.
