Decals and Parts

I am trying to create a 432 pin BGA in Pads but every time I load in my .ASC file it can't find the part. When I look at the library file it apears under decals but not under parts. What am I doing wrong. I save the decal and part under the same name in the same library file when it asks to save the part.
