PCB Grounding

Hi, I am using a PCB software Protel 99SE and I need to fill out in both layer (Bottom and Top) a PCB in orden to ground the PCB. And I don't know the easy way to do it. I just fill out with tracks and Fill command, but that takes time. Could you please let me know how I can route in the same layer, keeping a specific clearance between pads, vias and tracks.

i'm not too sure about protel 99 but most pcb programs have a polygon or fill tool.
