We need to create a PCB module that is then surface mount to another PCB and having troubles finding a vendor that can TAB route through a Pad to create the contact point. Any suggestions for PCB vendors?

Could you please explain what this means? I am curious. Do you want to use bond wire through a hole onto a tab?
I can understand the secondary board laying ontop of the other board, but how do you envision the connection? I am trying also to understand how a bare board fab house would fit into this.

After digging a little on this subject I have found some information. It is called castellated PCB. Basically your are tab routing through a plated through hole leaving about 1/2 of the barrel in the hole (which is not the easiest thing to do). By doing this this module can then be surface mounted on another board like a leadless carrier. We do have one board house that did this job but, it they are very expensive plus the clean up work to complete the module is time consuming.
