Is standard FR4 manufactured "Halide" free
i was asked this question because of leadfree criteria.

You have to specify special material - the Bromine based fire retardant is a Halide.

There are FR-4 materials that can be classified as halogen free.
FR means flame retardant (to UL94V-0) and 4 indicates woven glass reinforced epoxy resin structure. The flame retardant is mainly bromine (halogens) which was historically one of most efficient ways to improve flame retarding properties of polymers.
