This is a version of John's script that I have updated to fix access codes for vias that are used as surface mount test pads.

I've looked this over and it's unclear from the revision history what has changed since version 4.8 from back in 2001. I can find a couple of references to supporting the European decimal separator of "," rather than ".". However, I didn't see anything about blind vias or any other hints as to who changed what and when. Could "Dadeus1" comment on what version he started with and what he changed? If anyone else knows any of the history of this piece of code since version 4.8, please add what you know.

Hi everybody,
I have surface mounted testpoints on a top layer, but in the netlist I extracted with the script included in IPC-D-356A_Netlist_Extractor4_81D.zip all the testpoints appear on bottom.
Does anybody know about this?
