Please clear me how do to use the blind via and buried via by using PowerPcb

First step, if not already done, is determine your layer pairs. For example, you might want a partial via from layer 1 to layer 2.

Go to SETUP, PADSTACKS. Click on VIA for padstack type.

ADD VIA
Select Partial click at bottom. Change layers to Top and Layer 2.
Assign a new name like Partial12

OK

Now when you route, you can use the partial via instead of the standard via. PowerPCB can automatically select the right via for the layer pair you are routing. Make sure that vias are enabled on the routing rules.
