I need 'CE standards' documents for PCB design (placement, routing and power plane guidelines) and PCB Assembling . Can I get those documents from anywhere as free download? If so plz tell the website.

You can probably find them here (http://www.ce-marking.nl/) if you're willing to purchase them.

It's unlikely you'll find a legal download for any of these. You can purchase them from any of their respective sites however.
