Blind Vias

Does anyone have a fabrication note for a board with blind vias? Also, if I give the vendor ODB++ data will that contain the information for the blind vias? I have a board that has blind vias on layers 1-2 and 11-12.

I actually draw a layer stack up and add a dimension pointing to the 2 layers saying "drill pair". If you don't make it real obvious it will get missed in the quote process.
