I've been trying to minimize the clutter on our assembly drawings. On all boards I have an ESD symbol silkscreened on the top or bottom. On the Assembly drawing I add a note to "ASSEBLE IAW IPC-A-610". One of the engineers here wants me to add another ESD symbol on the assembly drawing outside the board outline. Isn't an ESD symbol on the board and a reference to IPC-A-610 enough?

I've been trying to follow the philosophy of only putting special notes on the drawings that deviate from the standards that I reference.

I have never seen an ESD symbol on an assembly drawing outside the board. The assembly drawing is only used by the people who are stuffing the components into the board. Every assembly shop I've ever been in has grounded wrist bands at every work station.

And if the boards have an ESD symbol on in silkscreen ink it's hard for the assembly shop employee not to recognize it.

But, if your manager or lead engineer wants it on the assembly drawing outside the board outline, I would give them one. But I would also contact the assembly facility and talk the general manager and ask him/her if putting an ESD symbol outside the board outline on the assembly drawing is a common practice and if you put one there would it help them do their job better?
