Test Pads for Testibility

The IPC standard says that a 1mm via is best for a test pad on each net of the PCB, but is that the hole size or is that the pad size? What size would a surface mount pad be best for testibility?

John,
The size in question is a prefered pad size. Also things to keep in mind as order of preference is use an ICT smd pad then an ICT via then a through hole component pin. Although you will want to keep an eye on the through pin you pick, you don't want to use a .125 inch GND lug as a probe point. You'll also find out that you can get away with a .032 (.81mm) pad. And keep an eye on your pitch spacing...
