Is there a spec?
As far as I know, it depends on the company. Some even don't trim. Some trim as low as .050"/or 1mm.
Per my very old copy of IPC-D-275 (Sept 1991)
Section 4.2.1 Through-Hole Mounted Leads in Holes
"Component leads in unsupported holes shall be required to extend a minimum of 0.5 mm (0.02 in) and a maximum of 1.5 mm (0.06 in) from the surface of the plating or foil. Component leads in plated-through holes shall be required to extend from a minimum of flush with the surface of the plating to a maximum of 1.5 mm (0.06 in) from the plating surface."
The standard continues, discussing unclinched leads, partial clinching and clinched leads with dimensions info. It has nice pictures, too.
