Does the courtyard make this function in the component libraries? Or that is a function of the keepout outline and I should add that to my footprints? For example when I have an 0603 I want to tell the autorouter not to route between pins, is the courtyard for that purpose or the courtyard is just a placement keepout?
And Can you guys tell me how can I save the color configuration? Everytime I open a new component in the Library I have to goand call the start Master CCF.

The non-saving of the color configuration is a bug. See the post in the bug forum.
The courtyard in the part decal is for placement, not routing.
How do you tell the autorouter not to route between pins is a good question. I wonder how other people do this.

I added the question about routing under the part to the PowerPCB forum. Maybe some other people have some insight.

well in the other programs i just put a small line between pins as a route keepout area, i don't know how pads work but maybe we can do the same here in the keepout tab and put a line between those two pads in the top layer, and still can use the other layers for routing.

A routing keepout is definitely the way to go. That's why PADS added that feature.
